FedEx
Through community outreach and education, we helped highlight different models of regulation in America’s delivery-based ecommerce system.
Challenge
The Garrity Group led the community relations and local education efforts for FedEx Express in New Mexico as part of a nationwide campaign to highlight two different models of regulation on America’s delivery-based commerce system: The Railway Labor Act and the National Labor Relations Act (NLRA). Moving over 3.3 million parcels each day, 85 percent by air; FedEx Express is governed by the Railway Labor Act (RLA). The RLA prevents everyday local conflicts from continually stalling interstate commerce, yet provides a fair process to resolve disputes. UPS sought to undercut FedEx Express with a 230-word provision tucked away in the FAA Reauthorization Act of 2009. The sole purpose of the language was to shift FedEx Express operations from the RLA to the NLRA.

Results
